Prop. 10: Allocates $5 billion for alternative fuels

Prop. 10, a proposed $5 billion bond issue meant to foster the use of alternative fuels, is running up against opposition from what might sound like an unexpected quarter: environmental groups.

The Sierra Club, Union of Concerned Scientists and California League of Conservation Voters say the measure, which would cost nearly $10 billion over 30 years when interest on the bonds is included, is too expensive, especially in light of the state’s budget problems.

A Sierra Club lobbyist, Jim Metropulos, mentions another concern of the activists: whether the measure would benefit one of its strongest supporters, T. Boone Pickens, and a natural gas company in which he is a part owner, Clean Energy Fuels in Seal Beach.

“This is not really a green initiative,” Metropulos said. “It’s mostly about greed.”

Taxpayer groups and other environmental groups also oppose the measure.

Supporters say Prop. 10 is worth the investment.

“We appreciate the budget situation, the financial crisis,” said Amy Thoma, spokeswoman for a group called “Yes on 10.” “But we think we can’t afford not to do Prop. 10.”

Of the $5 billion bond issue, $3.4 billion would be used to help consumers and others buy high gas mileage or alternative fuel vehicles, including cars that run on natural gas.

Some $1.25 billion will go for research, development and production of renewable energy, mainly solar power.

The bond measure also would provide grants to cities for renewable energy projects and to colleges for training in related technologies.

The goal is to reduce air pollution, including greenhouse gases that contribute to climate change.

    This past year the exorbitant cost of fuel has seriously damaged our economy.From filling up the car to paying more for every consumer product whose cost of production and shipping was passed on to us there was little left over.We spend less because we have less, this results in even more job losses. OPEC has us over a barrel literally.WE reduce our use cut production by 1.5 million barrels a day & will cut more they say. .Our country needs to invest in reducing our dependence on foreign oil. The 168 Billion they paid out in the last stimulus pkg that did nothing at all for our economy would have gone a long way toward getting us started on the road to energy impendence. Utilizing renewable energy sources would not only provide clean low cost fuel it would create an estimated 1million plus jobs. I highly recommend Jeff Wilson’s new book The Manhattan Project of 2009. I highly recommend this book for anyone interested in seeing America become more energy independent.
