Prop. 7 renewable energy plan not inclusive enough, critics say

Prop. 10 isn’t the only ballot measure focusing on alternative energy this November.

Prop. 7, unrelated to Prop. 10, would require all utilities, including those that are government-run, to generate 20 percent of their power from renewable sources by 2010, 40 percent by 2020, and 50 percent by 2025.

Penalties could be imposed if the goals are not met.

The state attorney general’s office estimates that Prop. 7 could increase administrative costs by about $3.4 million a year.

Like Prop. 10, Prop. 7 has drawn opposition from the Sierra Club and other activist groups, largely because it would exclude small-scale renewable power generators.

At least 46 newspapers’ editorial boards – including the Register, Los Angeles Times and San Jose Mercury News – are opposed to Prop. 7, while at least three are for it.  (More endorsements and arguments at ballotpedia.org)
